European Commissioner for Enlargement Marta Kos, from the 8th Albania-EU Intergovernmental Conference, has assessed Albania's progress in the European integration process, emphasizing that the country has made important steps in fulfilling reforms, especially in the field of justice.

Kos stated that justice reforms have brought concrete results, citing the vetting process for judges and prosecutors, as well as the establishment of new justice institutions.

According to her, the creation of SPAK has been one of the most important developments in the fight against corruption and organized crime.

"We have had the establishment of SPAK, the special structure against corruption and organized crime, which is the flagship anti-corruption institution in Albania, which has proven that it can deliver results and become the most trusted institution in Albania ," declared the Commissioner.

In her speech, she added that the European Union has already set the final objectives for the most important chapters related to the rule of law, justice, anti-corruption and the fight against organized crime.

European Commissioner for Enlargement, Marta Kos: We are here to mark a major step forward for Albania in the accession process, after Montenegro. In 2024, Albania is the second of our candidate countries to have fulfilled the interim rule of law milestones set for 2024. And this is an achievement to celebrate, it is an appreciation of the hard work of more than a decade, because it is not something that happens overnight.

So, when we confirm these milestones for the rule of law, we confirm that your work in this area has been successful. Laws have been passed to protect fundamental rights and vulnerable groups. Decisive steps have been taken to ensure that all Albanians have the right to due process.

We have seen the vetting of hundreds of judges and prosecutors and the establishment of new judicial governance institutions, which have reduced the influence of politics in the judiciary. We have had the establishment of SPAK, the special structure against corruption and organized crime, which is the flagship anti-corruption institution in Albania, which has proven that it can deliver results and become the most trusted institution in Albania.

This reflects the strong support of the Albanian people for deep reforms in the justice system. And the transformative power of EU membership must, first and foremost, be felt by the Albanians themselves.

This is a solid foundation to build on, to achieve this milestone. Today we are confidently setting the terms of the final journey towards EU membership. Today we have set the final objectives. Member States have set the closing milestones for the most important chapters, on the rule of law and fundamental rights, on the justice system, anti-corruption and the fight against organised crime….

We continue to support Albania's work to close the negotiations in 2027. Further progress is expected. We remain committed to Albania's efforts to consolidate reforms, and this should involve all political forces and civil society in the country.

It is time to meet the expectations of Albanians. More than 90% of Albanians support EU membership. Celebrate the achievement and let's get back to work immediately. The more chapters you close on Albania's membership journey, the more successful our cooperation with the EU will be.
