Alqi Bllako's defense, during today's session at the GJKKO for the Tirana incinerator, requested the acquittal of the former Secretary General of the Ministry of Environment.

The lawyers have emphasized that Alqi Bllako is innocent and that the project idea for the construction of the incinerator was provided by the Municipality of Tirana, requesting his acquittal.

The defense emphasizes that Alqi Ballako simply made initials of the documents, which, according to them, he had the duty to do due to his position.

According to the lawyers, “Alqi Bllako received documents from institutions and sent them to the minister, this was his role.” They stated that the former Secretary General did not benefit financially from this matter, nor was he a member of the commission.

Before the black platoons of the GJKKO, they argued that he did not participate in the 15 meetings and that he signed 3 documents due to the administrative hierarchy.

The lawyers claim that Alqi Bllako signed the letters that were sent to him by the responsible institutions.

The defense claims that the defendant's family helped a company owned by Klodian Zotos test a device for carbonated beverages.

During the hearing, Alqi Bllako stated: "I have prepared my submissions in writing. First, I declare myself completely innocent as none of the legal criteria are met regarding the criminal offense of passive corruption committed in two cases.

The proceeding body has failed to prove any legal violation on my part in relation to my functional duty.

The general secretary had no role in this procedure, and I did not even participate as an observer in the meeting of the commission for granting the concession, first of all.

And secondly, only KVO members were asked to complete conflict of interest declarations, while I, as secretary general, had no duties.

The prosecuting body claims that I intervened with Zoto to hire Vladimir Bezhani. The latter was hired in November 2014.

The idea for building the Tirana plant started in December 2015.

The procedure began in 2016 and the contract was signed in August 2017. Mr. Bezhani is not part of my social circle, nor my family, I have not known Mr. Bezhani for a long time, but in 2017 when I started working as Secretary General at the Ministry of Environment.
