"Rama" government, the only one in Europe to purchase firefighting aircraft through secret tenders

All European governments purchase firefighting aircraft through open tenders because they are considered civilian goods. But there is one government in Europe that purchases aircraft through secret tenders. That is the government of Albania.
The scandal surrounding the 15 million euro tender for the purchase of three firefighting aircraft has just begun to become public. The government is keeping all the details of the controversial tender secret. But Kapitali publishes the first details of this affair.
The government refused to reveal the price to the participating companies.
In the tender for the purchase of aircraft conducted by the Ministry of Defense, two companies competed; the Spanish Aviation Trade Europe (formerly Air Tractor Europe) and the Greek Efa Ventures.
The Ministry of Defense disqualified the Greek company and declared the winners the Spaniards convicted of corruption in several European countries. The Greek company appealed the decision, but the appeal was not taken into account.
Capital has learned that the Greeks asked the government to reveal the price offered by the Spanish company to compare it with their price. But the government refused to reveal the price.
Today, no one knows at what price the planes were purchased, and the question that arises is why is all this kept secret?
Business among the corrupt
The Spanish company Aviation Trade Europe currently has a conviction in force from the Spanish Court for bid-rigging, cartel and corruption of public officials. In Greece, the tender won by this company was annulled by the Supreme Court. In Cyprus, the tender was also annulled, while several officials are currently in prison.
This is one of the most problematic companies in Europe in corrupting public officials. The problem is that in the case of Albania, it is facing one of the most corrupt governments in Europe, as the SPAK files prove.
This is an optimal tango with a very high risk of corruption. And Albania is starting to see the first consequences.
There are no planes.
Prime Minister Edi Rama shared a propaganda post on social media today, showing images of a plane in action extinguishing fires. "The first firefighting plane has started its activity as an added force of this challenging August, which finds us stronger and more prepared than ever before...," the prime minister wrote.
This is a play on words. Albania does not have any firefighting aircraft. The one the prime minister posted was rented from a Turkish company. The procedure and cost are unknown. Meanwhile, the three aircraft purchased from the Spanish are not arriving, at least until the end of the year.
This is even though the government had a commitment from another competitor to bring the planes since last May. But the deal was closed on the other side. And Albanians pay the bill for the secret deals made by the government. /Kapital
