Trial Panel: Limaj, Geci, Mustafa and Gashi were perpetrators of criminal intent against their opponents

The Trial Panel stated that Fatmir Limaj, Sabit Geci, Rrustem Mustafa and Latif Gashi were "zealous implementers" of a criminal intent that, according to the court, targeted opponents of the KLA.

According to the Trial Panel's findings, the plan included setting up detention facilities in areas controlled by the KLA, identifying persons considered to be its opponents, arresting and detaining them and, when necessary, killing them.

"The plan was simple and demonstrable," the Trial Panel declared.

The court also found that none of the defendants, including Hashim Thaçi, Kadri Veseli, Jakup Krasniqi and Rexhep Selimi, took steps to terminate or withdraw from this plan.

On the contrary, according to the court, they jointly contributed to, encouraged and enabled its implementation.

"The plan was theirs and they stuck to it until they no longer needed it," the court was told.

According to the Trial Panel, the crimes found were the result of a criminal plan, which was carried out by the accused personally and through other persons.
