In Kosovo, Kurti fired/Who is Vlora Hyseni of SHISH that SPAK is seeking 'house arrest'

The Special Anti-Corruption Prosecution Office (SPAK) today suspended from duty and issued a security measure of "house arrest" for Vlora Hyseni, director of the State Intelligence Service (SHISH), as part of the investigations into the AKSHI file.

Meanwhile, it is learned that the security measure has not been executed because Hyseni is in Baku, Azerbaijan, as reported by the media, at a conference with 82 heads of intelligence services from around the world.

Who is Vlora Hyseni ?

Vlora Hyseni worked for several years at the Kosovo Intelligence Agency, where she initially held the position of Director of Foreign Relations and then, from 2019, that of Deputy Director. In mid-2021, she was dismissed from her position by the President of Kosovo, Vjosa Osmani.

"The decision to dismiss obliges Ms. Vlora Hyseni to hand over all the tools and materials with which she was entrusted. Also, Ms. Vlora Hyseni, according to the decision, is obliged to preserve all the information she received during the exercise of her duties, regardless of how she was given access to them or how she received them, or in any other form she managed to possess classified information. The disclosure or failure to preserve classified information constitutes a punishable criminal offense," the statement at the time said.

The road to SHISH

On March 17, 2023, Edi Rama announced that he had proposed to President Bajram Begaj the name of Vlora Hyseni, former deputy director of the Kosovo Intelligence Agency, for the position of director of the State Intelligence Service (SHISH).

Rama's proposal was accompanied by debates and opposition from the opposition, which at the time asked the Head of State to obtain complete information about it and the reasons for the dismissal from the Kosovo Intelligence Agency before issuing the decree.

Despite the objections, President Bajram Begaj decreed Vlora Hyseni as head of SHISH on April 3, 2023, about two weeks after Rama's proposal.
Meanwhile, today SPAK has issued a security measure against Hyseni and has requested his suspension from duty after he is suspected of having passed secret state information to Ergys Agas, previously arrested in the AKSHI case.
