Arrest of SHISH director, BIRN: This is the most serious scandal in the national security sector

The Director of the State Intelligence Service, Vlora Hyseni, was suspended from duty and placed under “house arrest” on Tuesday, triggering the most serious crisis in the national security sector in decades.
Hyseni is accused by the Special Prosecution Office of the criminal offenses of supporting the perpetrator of the crime and revealing state secrets.
According to a source familiar with the matter, the security measures against the director of SHISH derive from the investigation that the Special Prosecution Office is conducting against Ergys Agas, accused of creating a structured criminal group with the aim of manipulating tenders of the National Agency for the Information Society, AKSHI.
At the request of SPAK, the Special Court approved the security measures "suspension from duty" and "house arrest" for Hysen.
The State Intelligence Service is the central intelligence institution in Albania and its mission is to protect national security, by identifying and analyzing threats that may affect national interests.
Hyseni has been leading SHISH since April 2023, when he was appointed, not without controversy, by Prime Minister Edi Rama due to his Kosovar citizenship and an unclear dismissal as number 2 of the Kosovo intelligence service.
The former head of the State Police, Ilir Proda, also appeared before SPAK on Tuesday morning for the same file. It is learned that several police officers are also under investigation and work is underway to arrest them.
Proda left office in early March, while other police leaders appointed by him left their senior positions in July. A few days after these changes in the organizational structure of the State Police leaders, work began to detain Ergys Agas, an operation that was finalized on August 26 with his arrest.
Agasi was detained along with Uljan Shpataraku, a former head of the Elbasan Police.
For more than a decade, AKSHI managed a huge budget, where in only 19 procedures investigated by SPAK a limit fund of 5.9 billion lek (about 59 million euros) was calculated. The investigation revealed that AKSHI director Mirlinda Karçanaj and her deputy Hava Delibashi had left these funds in the hands of a structured criminal group, predetermining the winners and ensuring the diversion of tens of millions of euros to the accounts of IT businessman Ermal Beqiraj and businessman Ergys Agasi.
Agas's partner, Ermal Beqiraj, was arrested in France on July 24 while flying a light aircraft in restricted airspace over the Penly nuclear power plant and was escorted by the air force until he landed at Albert aerodrome in the Somme region of northern France.
According to SPAK, further investigations by French authorities identified Beqiraj's assets in France, which are suspected of having criminal origins. According to the Special Prosecution, Beqiraj is suspected of transferring part of the illegal profits to France with which he bought a castle, two apartments, motor vehicles and deposited over 2 million euros in bank accounts.
