Interpellation on the port of Porto Romano, Capri: Corridor 8 and our strategic

The MP of the Opportunity Party, Erald Kapri, held an interpellation with the Minister of Infrastructure, Enea Karakaçi, regarding the construction of the new commercial port in Porto Romano.

During his speech, Kapri emphasized the strategic importance of the project, stating that: "Corridor 8 is the most important project of Albanians and the port of Durres determines whether the country will be a peripheral country or a strategic hub of the European economy. But it is not only economic, but also key infrastructure for NATO security."

He underlined that the West has begun to act concretely, adding: “Funds have been secured for the construction of the Durrës-Qafë Thanë railway with around 500 million euros in financing.” However, according to him, this work is endangered by developments related to the current port and the new project: “But the construction of this work is endangered by the destruction of the port of Durrës, either by removing the current port or by the new port with a smaller capacity. There is a problem here.”

Kapri raised doubts about the way the project was managed, stating: “How is it possible that the greatest strategic work of Albanians is being jeopardized? The tender for the new port was canceled without giving an account and without keeping the 8 million euro guarantee of the company that remained in the competition and then withdrew.” He also added that well-known international companies were excluded during the competition and that “this issue is in SPAK.”

Referring to an official communication, Kapri announced: “In an email, a request has been sent to you, the Prime Minister and the port director, from a personality, the head of the American Chamber of Commerce in Albania.” He further quoted the message: “Ports are built once a century and strategic mistakes can affect the fate of a country. If Porto Romano is built with a small structural scale, Corridor 8 will fail and the flows of goods will be captured by Piraeus and Thessaloniki, leaving Albania sidelined.”

The MP then questioned the statements about foreign interference, asking: "How is it possible that a foreign force that is not friendly to the country is against a smaller port, because the opposite would be true. An unfriendly force would demand that we have a smaller port."

Finally, Kapri directed a series of questions to Minister Karakaçi: "We want to know who these foreign forces are that are sabotaging the port of Durrës? Were these foreign forces that hijacked the tender and excluded large Western companies from the competition? What will happen to the current port, we risk being left without the largest port? Will you open a new tender? Will the new project be the same, which is many times smaller than the current port? Finally, do you intend to put your hands in the tender again, excluding companies with budgets of tens of billions of dollars and keeping companies that are registered offshore?"
