KAS overturns Celibashi, paves the way for the Assembly to review the draft law on open prisons

The Appeals and Sanctions Commission today overturned the decision of the State Election Commissioner, Ilirjan Celibashi, paving the way for the Albanian Parliament to continue the procedures for the draft law on open prisons.
The KAS decision comes after the appeal filed by the Albanian Parliament against Celibashi's decision, which had argued that this law violated the Electoral Code and could be used as an electoral campaign for the May 11 parliamentary elections.
The KAS has given the right to the Assembly to approve this legal initiative, which aims to have an impact on the process of rehabilitation and integration of convicts.
The draft law presented by the chairman of the National Security Committee, SP MP Nasip Naço, aims to ease the conditions of isolation for prisoners.
This law provides for prisoners to go out to work during the day and return to their cells at night, as a final stage for their possible release.
