
Corrupt officials benefiting from public money, SPAK Report: They hide behind companies, influence tenders

The SPAK report for 2024 has revealed another problem in public administration, as it results that senior officials are more involved in criminal offenses such as corruption, violation of equality in tenders, or illegal influence.
According to SPAK, these high-ranking officials create commercial companies by appointing other persons but which are de facto managed by them.
The involvement of senior officials in criminal offenses related to corruption, violation of equality in tenders, abuse of office, etc. remains a concern for the special prosecutor's office.
Referring to the analysis of the 1-year work, SPAK says that high-ranking officials have benefited from these criminal acts in significant amounts of money that they have then hidden through fictitious financial transactions. In particular, it has been evidenced that part of these funds was withdrawn from the banking system in the form of "cash", while another part was re-invested in commercial activities and in the purchase of real estate.
From the cases investigated by this structure, it has been discovered that several fictitious commercial companies have been created, which are established and controlled with the aim of benefiting from public funds by manipulating the tendering process in violation of the law, such as the cases of Erjon Veliaj, Ilir Beqaj or Lefter Koka.
The process of soliciting from contracting authorities, ministries or municipalities continues to remain a breeding ground for corruption.
The cases discovered by Tirana municipality directors where they awarded tenders in favor of their company are also reflected in the SPAK report.
The de facto partners of commercial companies that apply for public funds hide and do not appear, but use other people as fictitious partners, de jure, in the company's documentation.
This manipulation, says SPAK, involves the participation and announcement of the winner of the entity in several procurement procedures carried out by the public contracting authority.
The appointment of members of the bid evaluation committees, including each other, to ensure that the bid of the predetermined commercial entity is declared the winner.
