Trump's conditions for WHO/Reviews withdrawal if the organization is reformed and has an American leader

Donald Trump is considering the possibility of not withdrawing the United States from the World Health Organization. However, the American president has some conditions. According to the Reuters news agency, the Trump administration has considered a plan for reforms at the WHO, including placing an American at the head.
The document, shared with President Donald Trump's advisers ahead of his inauguration on January 20, recommended that the United States quickly announce its withdrawal from the WHO and adopt a radical new approach to dealing with the agency, with the aim of an American taking the helm once Tedros Ghebreyesus' term ends in 2027.
Compiled by a foreign policy expert at the request of Trump's transition team, the proposal concludes that the WHO has become "the most chaotic, least effective UN agency."
The WHO has failed to implement proposed reforms over the past two decades, leading to a deterioration in management and scientific expertise, the document says.
Although it is further acknowledged that leaving the WHO would harm American interests, the document argues that the same applies if the US remains in the organization if it is not reformed.
If the US withdraws, the UN agency would lose its largest funder. In his order, Trump accuses the WHO of mismanaging the COVID-19 pandemic and has called for a purge of the agency so that the US can return, but has not given specific details.
