Azgan Haklaj: Dictatorship and neo-dictatorship, two eras, two ambassadors, two

By Azgan Haklaj

When William Ryerson arrived in Tirana in March 1991, he brought with him not just the usual diplomatic protocols, but a spark of hope on the ruins of Eastern Europe's most brutal dictatorship.

For an isolated and terrorized people, the USA was the "promised land," while the presence of the American ambassador at the students' side dealt the final blow to the taboo of fear.

Today, after more than three decades, the arrival of the new American ambassador rekindles the same hope in Washington.

But the political terrain is no longer the same, and consequently, neither is the diplomatic mission.

Regime change

From terror to state capture!

In the 1990s, the enemy was clear, a classic single-party dictatorship maintained by state terror, barbed wire, and official censorship.

Ryerson's mission was to promote the fall of that isolated regime and pave the way for political pluralism.

Today, the challenge of Albanian society is much more complex.

The confrontation is no longer with the old dictatorship, but with what in political vocabulary is called a neo-dictatorship or a republic of corruption.

Democratic facade

This system does not use political prisons, it operates through state capture and the opposition.

This subtle control preserves periodic elections, NATO membership, and European integration efforts, while behind the scenes it consolidates control over independent institutions, the market economy, the media, and the opposition through a monopoly on finance and high-level corruption.

Two eras, two different diplomatic missions!

The government and the old opposition are fused into a zygote of common interests, causing society to once again see the representative of the White House as a messianic savior.

But the two missions are fundamentally different:

Ryerson Catalysis (1991):

Ryerson was a direct catalyst on the ground. His physical presence in the squares proved that the communist regime had lost all international legitimacy, giving courage to the popular movement.

Today's diplomatic catalyst

The current mission is institutional and structural.

It is exercised through unequivocal pressure to strengthen SPAK, implement anti-corruption sanctions (lists non-grata), and remove any political protection for corrupt officials.

American diplomacy today faces a delicate dilemma:

Maintaining geopolitical stability in the region versus promoting radical reforms against impunity. However, stabilocracy without the rule of law is nothing more than the consolidation of neo-dictatorship.

In political chemistry, a catalyst speeds up the reaction, but can never replace the starting material.

Washington can remove the oxygen of international support from the captured government, but building a real democracy remains a domestic task.

The national issue and the legacy of the strategic alliance!

Confronting the neo-dictatorship cannot simply be a battle for political rotation, but must become a national strategic project.

The alliance with the US is not a momentary convergence of the political circumstances of the day, but the existential axis of the national issue itself, proven at every historical crossroads:

Woodrow Wilson (1919):

Prevented the further fragmentation of Albania at the Paris Peace Conference.

Richard Nixon (1972):

During his government, the first signals of geopolitical easing sowed the seeds for Albania's return to the free world and the advancement of Kosovo's autonomy in 1974.

George H.W. Bush (1992):

Set the "red line" Christmas warning to Milosevic:

Don't touch Kosovo!

Bill Clinton (1999):

On his orders, NATO's intervention saved the people of Kosovo from genocide.

George W. Bush (2007):

He declared Kosovo's independence from Tirana, accompanied by Albania's membership in NATO.

Today, American diplomatic and strategic care remains the main guarantee for preserving the identity and protection from passivation of Albanian addresses in the Presheva Valley, consolidating the Albanian factor in North Macedonia and Montenegro, and raising awareness of the Cham Cause.

In the face of Slavic regional claims under Russian tutelage, the US is the guarantor of the pan-Albanian alliance of the Albanian nation-state.

White House diplomacy is the natural ally in the fight against state capture.

However, just as American presidents did their duty for our nation in the world, formulating a national vision and eradicating neo-dictatorship from within remains the historical duty of Albanian society itself.

Courageous and civic action, resistance and consequence are required to free democracy from the clutches of the octopus of the oligarchic, plutocratic, kleptocratic, and kakistocratic regime.

Now the sovereign has the floor, having come out on the scene for more than two months and every day he is doing Nuremberg to the old caste and seeking to end the establishment to bring about real democracy.

Citizen protests, new justice, the strategic ally the US will bring down the republic of corruption.

Albanians must, forever, keep the Albanian-American couple in harmony!
