This is perhaps to liquidate his former socialist friends, since Dogjani comes from the left and was a member of the Socialist Party.
More precisely, when Ibsen Elezi addressed Berisha in the "National Assembly": "Doctor, you brought my opponent in Kukës to be a safe MP in Tirana," he was referring precisely to Asllan Dogjani.
