For analyst and journalist Mentor Kikia, the scandal related to the National Agency for the Information Society (AKSHI) is the biggest affair to hit Albania in its entire 35-year post-communist history.
According to him, this issue exceeds the dimensions of a simple corruption scandal, revealing profound consequences in at least five dimensions that affect the foundations of the state, national security and the life of every citizen.
"For describing the current history of the AKSHI as the biggest scandal that has affected not just the Socialist government in their four terms, even though this is the first year of the fourth term, but I believe in the entire 35-year post-communist history."
Because the AKSHI affair, if we are going to give it such a name now for communication reasons, does not have one or two consequences. If I am talking, there is a story, a corrupt affair, a tender was made for the construction of a school. It has two consequences: The financial one, because the one who receives the money pays a bribe, and the other consequence is that because he shared the money, he will carry out poor quality works with the money that is left over.
The history of AKSHI, I have personally identified five dimensions and five consequences that make up the whole affair. It is the tenders. So, the corruption dimension.
The one that is in all the other stories. A group of privileged companies is created with which funds are shared and with which bargains are made. A classic story of corruption. For the first time, in the AKSHI affair we have confirmation of the state's cooperation with crime.
The opposition's accusations that the government coordinator's history with criminal organizations, which we had considered an urban legend, was confirmed by voice and image was shocking.
Third, I have the ranking not by size, but by importance, because all equally serious. The consequences that we are suffering now, the lack of exploitation and use of the digital state. Because in conditions when the mania to digitize everything beyond our possibilities and absorption capacities, led to these realities. And it is the same as someone who, to appear electronic at home, or automated, makes an automatic gate and does not leave another door to open manually. And the moment there is no light, he is left outside.
This automatic door has been closed to us, in this case, and people don't know how to get in at a time when every kind of document and every kind of data is inside these computers. The issue of national security. Whereas an affair somewhere else doesn't affect this, but simply lines someone's pockets and creates some other consequences, from what we said.
