
Police in the election/ Minister Hoxha calls the heads of the police stations without Proda's presence, the police chief reacts harshly!


TIRANA - In Albania there are some unwritten rules of power, and one of them is this: when an Interior Minister starts ignoring the Police chain of command, someone will fly from the post very quickly. This time, the next spectacle took place at the Ministry of Interior, where Ervin Hoxha called the heads of the police stations to his office, completely bypassing the General Directorate of Police. An unusual meeting, which lasted only 7 minutes, but left a long echo. The reason for the meeting was related to the progress of the pre-election situation.
Hoxha's message was clear: I had no confidence that the message would get through. In political translation: I have no time for bureaucracy, I want direct obedience.
But then came the reaction of Ilir Proda, the director of the State Police, who faced this violation of protocol with surprising clarity for a man in his position:
"What you are doing today has never happened. For the chiefs of police stations to enter the ministry. If you had an order, you could come to the General Directorate. This entry will be read badly and is a political orientation for the electoral campaign."
A bold statement, almost an act of defiance in a system where many leaders prefer to keep their heads down and wait their turn to advance.
In this open clash, the question is no longer who is right – but who will last the longest in office.
On one side we have Minister Ervin Hoxha, who seems to have neither the patience nor the confidence to follow the usual chain of command. He has decided to break protocols and summon the chiefs of police stations to the Ministry because – as he himself admitted – he does not trust that his orders are being carried out. A clear message that he wants a police force that answers only to him.
On the other hand, Ilir Proda appears as a leader who has no intention of becoming an “executive assistant” to the Minister of Interior. With his direct statement in front of his colleagues, he made it clear that he has no intention of turning the State Police into a party cell on the eve of elections.
But this is not an academic debate on the ethics of power – it is a clash of forces. And as always, in Albania, when the minister and the police director do not speak the same language, one of them ends up calling the office off prematurely.
Who will go first? Hoxha has the support of politics, but Proda has another card in his hand – he can position himself as the “independent leader” who is resisting political pressure. And if the campaign escalates, he could become a concern for those who appointed him. In this scenario, his departure could be sold as a “necessary reform” to increase police performance – a story as old as the system itself.
In the end, the game is clear: he who tries to maintain independence usually does not survive long. Unless there is a sudden overthrow, chances are that Proda will be the one to collect the files first. As for Hoxha? He will continue to command – at least until his turn comes. /Dosja.al
