The Socialist majority will continue with the project for the new territorial reform, which envisages reducing the number of municipalities from 61 to 46, despite the objections expressed by some local leaders and citizens in the affected areas.
It is learned that Prime Minister Edi Rama has criticized the work of the SP political leaders due to the objections that have accompanied this proposal.
"According to sources within the left camp, there is no reflection on the part of the socialist majority to withdraw, but we will continue with their project with a division with 46 municipalities and then with 71 cities and 385 administrative units from the 61 municipalities that are currently there. The majority wants 46 municipalities. There have been protests from the socialists, from left-wing officials, but on the other hand, there are protesters, and the message to Mr. Rama yesterday with the political leaders was not to work more for the territorial division, but what is worrying for Prime Minister Rama, at the same time for the leader of the Socialist Party, is the fact that there are protests and there is a voice against it, and for this reason he has blamed the political leaders, who according to him have not done a good job of informing the citizens well, or even the mayors of the left or right-wing municipalities and citizens, that this division is for their benefit, or the cities will not merge, but will remain even though they will not have an elected mayor or will not go to the elections in the spring of next year. For this reason, especially in those areas where municipalities have been affected, political leaders have been, we must say, turned a deaf ear to Mr. Rama, precisely regarding their work, since according to the Prime Minister, their work has not been done properly.
The rebel mayors of the Socialist Party will no longer be mayors because they will no longer have a unit to run for, or to govern in 2027. The draft is in the consultation phase and is intended to be approved in the Assembly in early October, after the end of the legal deadlines for receiving opinions from municipalities and municipal councils.
"Mr. Rama's draft together with Mr. Mazniku was deposited in the Assembly in the last days of the closing of the parliamentary session. Both the mayors and the A2 CNN studio have stated that there was a lack of transparency regarding the number of municipalities. The mayor of Dimali said that we did not know that the municipality of Dimali would merge and join Berat and for this reason, according to her, there will need to be transparency on the part of the Socialist Party and besides the fact that there are problems or concerns on the part of the majority, we must say in the local units, there is no reflection on the part of Mr. Rama. He will continue with the project that he drafted together with Mr. Mazniku, but this project must be supported by all political leaders, MPs who are located in the areas and mayors. Those who are today, the rebels within the Socialist Party regarding the mayors, will no longer be mayors because they will no longer have units to run for or govern in 2027."
According to her, the territorial reform must be approved before the President of the Republic decrees the date of the local elections. Referring to the deadlines of the Electoral Code and the statements of socialist representatives, the local elections are expected to be held on May 2 or 9, 2027.
"The Socialist Party disrupted the political dialogue precisely for this reason, that it had to submit the draft before the end of the old parliamentary session at the end of July, so that it would then have all the legal space to give municipalities and municipal councils 60 days to give their opinion on the Socialist Party's draft, and after this deadline expires, it will be discussed in the committee in the laws committee in parliament throughout September, which is their plan, and then at the beginning of October, the Socialist Party's draft will be approved, which requires 84 votes. The Socialist Party is not alone, it will have to cooperate with Tom Doshi's votes. On the other hand, in order to meet the deadlines, since the president of the republic must also decree the date of the elections, the reform must be approved before the president of the republic decrees the date of the next local elections. According to the electoral code, the next date will be between April and May. But the socialists' public statements always talk about May 2027 for the next local elections. So it is expected that the next local elections will be between two Sundays in May on the second or 9th of May, the next local elections.
