"There are errors or shortcomings", Klodiana Spahiu cancels the 50 million euro dialysis tender!

An unprecedented decision has been made in the Health Sector, as the Integrated Health Services Operator has officially canceled the 50 million euro tender for dialysis services over the next four years, even though it had announced the winner of this procedure to the Swedes of Diaverum.

Several important errors contained in his documents turned out to be the reason for the cancellation of the tender, according to documents filed with the Public Prosecution Agency.

However, canceling such a large tender after the winner has been announced is a very unusual decision. 

What was the tender?

This is the tender for the four-year dialysis service, which was finalized on September 11. The tender was announced by the former director of the Operator, Arisa Cane, just a few minutes after Klodiana Spahiu had officially taken office as Minister of Health, replacing Evis Sala.

But immediately after that, the next move came. After Cane was announced the winner of the tender, the Spahiu ministry immediately signed her dismissal from the position of director of the Integrated Health Services Operator, replacing her with Yllka Sheta.

What remains unclear are the significant errors that may have been found and that led to the cancellation of the tender, a decision by director Yllka Sheta. The latter has been publicly accused by the opposition of being a cousin of Prime Minister Edi Rama's wife.

'After the family control of AKSHI through Linda Rama's brother-in-law, now another family member is placed at the head of an institution that administers and procures services worth hundreds of millions of euros,' denounced Democratic Party MP Bardh Spahia immediately after Sheta's appointment as head of OSHISH.

Meanwhile, on the other hand, it is not known whether the Swedish company Diaverum will appeal the decision to the KPP and then to the courts to seek compensation. 

Meanwhile, the Integrated Services Operator must argue and convince the court that the reasons for canceling the tender were legitimate.

The biggest risk, however, is the fact that the company declared the winner could receive a hefty compensation.

 As a result, it will have to be paid twice, both for the compensation of Diaverum, which was stripped of the tender after being declared the winner, and for the new winner that will be selected.
