After exorbitant payments for unperformed services, Vilma Nushi's check-up concession is returned to the state

The Albanian government is preparing to take back the controversial basic medical check-up concession in September, after more than 12 years of operation by a private company.

According to the decision taken on July 30 by the Council of Ministers, basic medical check-ups, otherwise known as check-ups, will continue to be offered to Albanian citizens over 35 years of age by the new public company called "Operatori i Servicii Integraruara Saħdħore", along with sterilization and hemodialysis services.

The check-up concession was the first public-private partnership contract of the government led by Prime Minister Edi Rama, which has cost Albanian taxpayers around 66 million euros in total.

It was signed in 2014 with the merger of the companies "Marketing & Distribution" owned by businesswoman Vilma Nushi and Trimed, which together founded the concession company 3P Life Logistic.

However, it was later discovered that the concession formula allowed for large payments for services not performed. According to the contract, the Ministry of Health paid the company 3P Life Logistic 730 million lekë each year [about 7.8 million euros] for basic medical check-ups for a guaranteed number of 475 thousand citizens.

But the number of citizens interested in getting checked was consistently lower than the Ministry of Health's projections. According to a report by the Supreme State Audit Office, in the period 2015-2021 alone, the concession company benefited from over 9.2 million euros for unperformed tests.

The contract for basic medical check-ups was one of four concessions in the health sector of the Rama government, which were investigated by the Special Prosecution Office following allegations of corruption.

This investigation did not produce results, but in a parallel case regarding the concession for the sterilization of surgical equipment, SPAK filed charges of abuse of office against the former Minister of Health, Ilir Beqaj.

Beqaj was arrested on July 4, 2024 for abuse of European Union funds while he was heading the State Agency for Strategic Programming and Aid Coordination, SASPAC, while his sentence was reduced to "house arrest" on July 31 of this year. Beqaj is currently in court for the sterilization concession. /BIRN
