Albania "first in the world" for cybersecurity. But who hacked the parliament then?!

Edi Rama gave us news today that, according to him, should have been read with one's mouth open. Albania has become the first country in the world for cybersecurity. Not second, not fifth, first. Ahead of Israel, ahead of Germany, ahead of the United States. 98.33 points out of 100, according to an index called the National Cyber Security Index.
The title of the post itself said what to think of it. "Unbelievable news but 100% true." When someone feels the need to swear in advance that what they're saying is true, it's usually worth checking it out for yourself, calmly.
I checked. And it turns out that the only truth here is that Albania ranks well on a table. The rest of the story, that this means we are more protected than the NSA or Mossad, that hackers have been successfully failing every day, does not hold up.
What does this index actually measure?
The NCSI was not created by the UN, NATO, or the European Union. It is administered by the e-Governance Academy, an Estonian non-profit organization, funded mainly by the Estonian Ministry of Foreign Affairs. This in itself does not discredit the index, it is a serious and widely used tool for years. But it is important to understand what it measures. Not whether state servers can withstand a real attack, simply how many laws, decrees, units, and formal protocols a government has adopted. The NCSI methodology itself says it openly, the indicators assess the legislation in force, the structures created, and cooperation agreements.
And who sends Tallinn the evidence on which this score is based? The Albanian government itself. AKSK fills out the file, sends it to the eGA, and the eGA registers it. No one comes physically to test whether someone can access the Parliament network today. This immediately explains what seems like a mystery. Why the United States is ranked 29th in this index today, far from the first group. Not because American networks are fragile, everyone knows that is not true, but because a federation of fifty states and thousands of agencies can never fill the boxes of a central list as quickly as a small and centralized government can. A government that speaks with one voice and knows exactly which documents to send to Tallinn before taking a picture of the ranking.
World record in bureaucratic speed
There is something else that today's post forgot to mention. Just a few months ago, in March of this year, this same prime minister had announced, with just as much pride, that Albania had ranked ninth in the world, with 92.5 points. That is, within a few months, according to the official story, Albania has closed the gap by eight places and has even surpassed Israel, the very partner that Rama thanks in the same post for the new defense architecture.

Këtu fillon pjesa që s'e gjen dot te postimi triumfalist i kryeministrisë.
Pak javë para se qeveria të festonte vendin e nëntë, në mars, i njëjti grup hakerash i lidhur me Iranin, Homeland Justice, ai që sipas Ramës "dështon çdo ditë", arriti të fusë duart brenda infrastrukturës IT të Kuvendit të Shqipërisë, me privilegje administratori. Jo një email i vjedhur apo një faqe e rrëzuar për dhjetë minuta. Akses i vërtetë. Ishte sulmi i tretë i suksesshëm i po këtij grupi, pas atij ndaj portalit e-Albania në 2022 dhe atij ndaj Bashkisë Tiranë vetëm muaj më parë, në qershor 2025.
Disa ditë më vonë, jo muaj, u godit sërish Posta Shqiptare. Nga materialet e rrjedhura doli se llogaritë zyrtare të Postës ishin shënjestruar të paktën pesë herë vetëm gjatë 2025-s. Gazetarët e BIRN që mbuluan ngjarjen e vunë re vetë ironinë. Sulmi ndaj Postës erdhi pak ditë pasi Rama kishte deklaruar botërisht vendin e nëntë, dhe ekspertët e pyetur prej tyre shprehën haptazi dyshime nëse masat e marra që nga 2022-shi kanë funksionuar realisht.
As kjo s'është rast i izoluar. Studime akademike mbi incidentet kibernetike në Shqipëri, që mbulojnë periudhën 2014 deri 2024, regjistrojnë një listë të gjatë. Marrje kontrolli mbi serverat e Drejtorisë së Tatimeve në 2023. Vjedhje të dhënave nga platforma e Sigurimeve Shoqërore në 2024. Valë të njëpasnjëshme phishing-u dhe ransomware-i deri vonë.
Pra ndërsa numri në tabelën estoneze ngjitet drejt qiellit, numri i sulmeve reale të suksesshme nuk bie. Të dyja ndodhin njëkohësisht, në të njëjtin vend, nën të njëjtën qeveri. Vetëm njëra prej tyre gjen vend sot në një postim me shkronja të mëdha e emoji flamuri.
Si ndërtohet një triumf
Vlen të shihet edhe mënyra si është shkruar postimi i sotëm i Ramës, sepse asgjë në të nuk është rastësore. Historia e strehës që Shqipëria u ka dhënë hebrenjve, kosovarëve dhe afganëve është reale dhe e denjë për respekt, por s'ka asnjë lidhje logjike me metodologjinë e një indeksi teknik kibernetik. Funksioni i saj në këtë tekst është thjesht emocional. E vendos lexuesin në një humor krenarie kombëtare, para se t'i japësh shifrën që do ta bindësh të mos e pyesë. Kronologjia e zgjedhur, 54, pastaj 15, pastaj 1, kap saktësisht pikat që tregojnë ngjitje dhe kërcen mbi hallkën e ndërmjetme, vendin e nëntë, pikërisht atë që u shoqërua me hakimin e parlamentit. What would a journalist ask anyway?
It would be good to request from AKSK the full file of documents sent to the EGA, so that the public can see for themselves what exactly qualified Albania for first place. It would be good to ask independent technical experts, not government spokespeople, about the difference between "we have the law" and "we are truly protected". And it would be good to put side by side, publicly, every time the government announces a new ranking, the list of attacks that have actually worked since 2022, parliament, post, taxes, social security. Because this list is precisely what is missing from every triumphalist post.
Albania has truly made strides forward in building the legal and institutional cyber framework. This is true and deserves to be recognized. But it is one thing to say "we have adopted the appropriate laws", and quite another to say "we are more protected than Israel and the USA, and no one can break us", precisely in the weeks when someone was accessing the Parliament servers with administrator access.
World champion in official documents, maybe. World champion in real cybersecurity, that remains to be seen the next time someone tells us, by chance, what happened the week before they got their diploma.
