The legendary Albanian football club KF Elbasani, which has won two championship titles (1983-1984 and 2005-2006), two Albanian Cups (1975 and 1992) and a Super Cup (1992), is dissolved. This was officially confirmed by the AFL during the release of the Second Category calendar for the 2022-2023 season.

KF Elbasani, which enjoyed the entire city with the title of champion in the 2005-2006 season, no longer exists, but the municipality has preceded this situation in time.

REGULATION – The winners of groups A and B will be automatically promoted from the Second Category to the First.

According to the reformatted scheme this edition, ranked from the second place to the fifth place in each group, they will play "play off" matches to determine the team that will face the 9th and 10th place of the Category First.

The second-placed team will play the fifth-placed team, while the third-placed team in the standings will face the fourth-placed team.

The winning team from these matches in Group A will then face the 9th place in the First Division on a neutral ground.

While the winning team from these matches in group B will challenge the team ranked 10th in the First Category.
