Vlora/ Cadastre does not implement the Court's decision, citizen: The former director told me that he was threatened with his life

The Vlora State Cadastre Agency is not implementing the decision of the High Court to register 60 co-owners of a 6094m property located in Uji i Ftohtë Vlora.
The property, on which a complex of buildings is currently being built, is registered only in the name of 5 legal heirs. Meanwhile, 55 others have been waiting at the courthouse for years, but even when the Supreme Court ruled in their favor, the State Cadastre Agency does not implement the decision.
The show Fiks Fare brought testimony from several legal heirs of Ismail Shehu, who was the owner of a 6,094 square meter property, who say they have fought for years in the courts in order to be registered as co-owners, and when the Supreme Court ruled in their favor, the State Cadastre Agency does not implement the decision.
One of the heirs says that all the co-owners received the property in 2012 by court decision, but only 5 of them managed to register it. Meanwhile, a year later, the other 42 co-owners managed to obtain a mortgage certificate.
"Even though we once received the certificate as co-owners, the director at the time told me that they threatened me with my life if I did not invalidate it, so within a month he issued an internal order invalidating it, and leaving only the 5 co-owners in force," says one of the heirs.
Another heiress says that her 3 aunts have benefited from their grandfather's wealth, but not her mother.
"I told you, how did you get it and not us? They told me to go to court," the lady says.
Other heirs expressed that after numerous trials, the Supreme Court recognized no longer 5 co-owners, but 60. As many as are true and as many as should enjoy the property, but we still cannot register it.
"The Vlora ASHK does not register us, they give us various excuses, they just postpone the process for no reason, in the end they told us that they have lawsuit insurance," says another heir.
The Fiks Fare show brought the complete file of all legal procedures for the acquisition of this property. It also requested a response from the Vlora State Cadastre Agency, which has been a party to the process itself up to the High Court and has won it, after the High Court decided not to provide certificates only to 5 heirs, but also to the others. Even after making this decision, the cadastre does not implement it.
In its response to Fiks fare, the Cadastre justifies not implementing the court decision because there are two lawsuits. Under these conditions, this institution cannot register it.
Meanwhile, Fiksi has brought facts that one of the lawsuit's insurances has been dropped and the other only prevents the alienation of part of the property of one of the 5 co-owners. In no case is the registration of the Supreme Court's decision prevented.
