Where do the Albania-Serbia analogies converge and where do they not?

Albania has the chance to continue the journey that Serbia is taking with the student movement and repeat the form of power or to unite the energies of everyone - the Government, SPAK, the EU, the Flamingo Movement - towards another goal.
1. "Vučić fell, now it's Rama's turn" was heard in the Tirana protests and was one of the indicators of how the ease of analogies can be deceptive.
The President of Serbia has in fact announced his resignation from the post of President and his readiness to run for Prime Minister in the parliamentary elections to be held next year. Thus, President Vučić has resigned from power in the same way that President Putin resigned from power to become Prime Minister in 2012.
Vučić's "fall" in 2026 could find him safely in power for as many terms as he needs. And with this, the Serbian president has shown that popular protest, supported by all levels of society and considered to be for a "just cause", will not necessarily bring down a government that is widely perceived as unjust.
The government in Serbia considered the student movement as the main existential challenge to it and was ready to respond in two essential ways in which the protest would bring it down. When there was a sufficient number of people on the streets of Belgrade to demonstrate the paralysis of the government against the protesters, the “sound cannon” was used, a Russian sonic weapon that hits the senses of the protesters with ultrasound. Determined to coexist with the protest, counting on the fatigue of the movement and the challenges of maintaining cohesion, the government is moving the resolution of the conflict to the point that suits it, the parliamentary elections within the current systemic and functional conditions. And within that system - where public money is misused for elections, the media is under control and the difference between police violence and criminal in the service of the government is almost invisible - the government is likely to continue.
According to the latest Faktor Plus poll, if elections were held last week, Vučić's SNS party would have won 47.1 percent of the vote and together with the Socialists would have over 50 percent. The second strongest political force in the elections would be the Student List with 30.7 percent of the vote.
2. Be careful with analogies.
Pushtetet në Serbi e Shqipëri mund të duken e të jenë autokraci të prodhuara me zgjedhje (jo aq) demokratike, por kanë dallime thelbësore. Pushteti i sotëm në Serbi është i ndërtuar mbi valën ende të pakonsumuar të urrejtjes së prodhuar të luftërave të zhbërjes së ish Jugosllavisë dhe rolit qendror që kishte Serbia e nacionalizmi serb në të. Pushteti i sotëm në Shqipëri nuk ka fare ngjashmëri; kryeministri Rama ishte një kozmopolit gjatë zhbërjes së ish-Jugosllavisë dhe ekskursionet e tij nacionaliste karshi Kosovës apo Maqedonisë së Veriut viteve të fundit të pushtetit mund të jenë më shumë produkt nevoje protagonizmi regjional sesa zgjim i vonshëm i bindjeve. Autokracia në Shqipëri është produkt i rrallë global që ngjizet me bashkëveprimin e pushtetit, grupeve të organizuara kriminale narko-trafiku ndërkombëtar, “oligarkëve” dhe medieve.
Rrjedhimisht, në kulturën politike të Serbisë është e pritshme të nxirren “topat zanorë” e kriminelë me shkopinj bejsbolli për të rrahur pleq, gra e fëmijë që dalin për protestë. Në kulturën politike të Shqipërisë, dhe për këtë ka kontribut edhe kryeministri Rama, nuk është e pritshme që të rrihen njerëzit me kukulla flamingo në dorë apo me pankarta kundër pushtetit, qoftë edhe me mesazhe të skajshme si “vdekje tradhtarëve”.
Për më tepër, analogjia nuk është e vlefshme as në kapacitetin zhvillimor të protestave. Serbia do të mbushë dy vjet proteste, Shqipëria mbushi një muaj. Në kulmin e vet të protestës, nëse nuk ndryshon gjë deri në fund të këtij viti, Serbia do të ketë arritur që të shkojë në zgjedhje parlamentare, në kushte të njëjta e të padrejta si atë më parë, por me një legjitimitet më të madh për një lëvizje të re opozitare, të kryesuar nga studentët. Shqipëria është vetëm në fillim të lëvizjes së saj protestuese dhe për dallim prej asaj serbe, në muajin e parë tashmë ka bërë të qartë se fundi i saj nuk do të jetë pjesëmarrja në zgjedhje në kushte të njëjta si ato të kaluarat.
3. Pra, jo, Vuçiqi nuk ra dhe në analogji nuk ka arsye të bjerë as kryeministri Rama.
Kryeministri i Shqipërisë i ka në dispozicion po të dyja rrugët e konfrontimit me protestën, e cila për dallim prej asaj të Serbisë, ende është në fazën fillestare dhe me sfida përpara. Asgjëmangut, ka rrugën e bashkëjetesës me protestën me shpresë se ajo disi do të venitet apo shndërrohet në ritual atraksioni turistik. Dhe ka rrugën e konfrontimit në zgjedhje parlamentare, në rast se lëvizja rrit potencialin e vet politik. Në që të dyja rrugët përpara, protestuesit dhe kryeministri vënë bast se do të ketë erozion te kundërshtari; se protestuesit nuk do të arrijnë ndonjë kohezion përfaqësimi apo se kryeministri do të qëndrojë gjithnjë e më i vetmuar në majën e pushtetit të përqendruar kryesisht në duart e tij.
Që të dyja rrugët, përkundër dallimeve thelbësore mes Shqipërisë dhe Serbisë çojnë drejt një përfundimi të synuar nga kryeministrat e tyre, vulosje me demokraci formale zgjedhore, ushtrimin jodemokratik të pushtetit.
4. However, the future of Albania will have a different path from Serbia.
Unlike Serbia, Albania is authentically EU-oriented; its population, political parties, government, civil society. Moreover, as proof of its commitment, it has SPAK, an institution setting the example of the rule of law.
Should this have been enough to prevent Albania from continuing on Serbia's path? No. The government's determination to support European reforms showed that the country is ready to make all the legal changes required by the EU, and the prime minister even suggested that this work should not be handled by political actors or the administration, but rather with the help of Artificial Intelligence, meaning that the Parliament would more or less formally approve the translations of European laws that Chatgpt would make.
This is where the discrepancy is illustrated, where European reforms become form and not content. Albania under today's government wants to authentically adopt laws in accordance with EU requirements and authentically maintain the country's current development model, which lacks democratic transparency, while justifying the money from drug trafficking and the political and social influence that comes with it with exemplary citizenship.
Holding two beliefs that are at odds with each other is called cognitive dissonance and this is a problem of power. But this is also a problem of the EU, because it is true that Albania is completely guided by the EU, but in its current state it is also guided so that its economic development model relies on large infusions of money from illegal sources. This does not represent an exception to the rule of law that SPAK must deal with, this is already the rule.
SPAK cannot replace the opposition nor be the idealized revolutionary sword that will cut off heads and bring justice. The Flamingo Revolution cannot replace the Albanian Parliament. The EU cannot replace the Government of Albania. The Government of Albania cannot replace the people and their sovereignty.
The wisdom now is how to harness the European will of the Government, the will of the EU towards Albania, the will of SPAK to fight corruption and organized crime, and the will of the Flamingo Movement protesters to return decision-making to the citizen - how to harness all this energy towards a common goal, so that Albania's path is completely different from the one it finds itself on these days.
