For a New Fourth Republic!

The Albania that will come must have a clear dividing line with the one of today. Every political order that aims to survive and develop needs a new founding act, a moment when society says to itself: this is it!
This moment has come!
At the beginning of independence, Albania had a republican order, as much as it could and as much as circumstances allowed. This order lasted until 1928, when Ahmet Zogu, impressed by the fact that the country was surrounded by monarchies, left and right, up and down, decided to declare his own kingdom.
He did his best and the history of that period is well known.
The post-war period brought us what could undoubtedly be called the Second Republic: a strange republic, where institutions did not exercise their own will, but only approved the decisions of political forums. It was a republic in name, but not in spirit. It did not become such even by the strange mutation from a people's republic to a socialist people's republic. The consequences are known.
The 1990s brought the Third Republic. Qualitatively different, open, pluralized, but not so liberated that it could go further. Reminiscences of the Second Republic were evident: centralization, clientelism, partitocracy, lack of real institutional independence. It took more than thirty years for even more serious dysfunctions to become evident.
What is special is that its real problems were understood and articulated not by the political class, but by the younger generation, by those who were outside politics, outside institutions, outside parliament. By those who suffered from bad governance every day.
The political establishment and the opposition-government game only addressed occasional problems, within the framework of the struggle for power; it often made heavy compromises at the expense of citizens, but above all, by moving only within the system, it remained irresponsible for the ship that had taken on water.
The protests of these days raised the screaming need for a New Republic, with all that this word implies. New in moral order, first of all to escape the curse of endemic corruption, when the elected officials behave as owners of the country, but also new in constitutional order. And here I have in mind that, given the country's peculiarities, its tribal past, it becomes urgent to review not only the role of parliament and institutions, not only the reduction of mandates at all levels, but also the transfer of a series of competencies to the popular will, in other words, the constitutionalization of referendums as a direct means of sovereignty.
So, not a Third Republic retouched by the old political class, but a Fourth Republic, founded on new principles to respond to the demands of Albania's younger generation!
And let's hope that from a Republic of power for power's sake, from a Republic where government clienteles rule and the press is entrusted with the role of watchdog of the regime, we will finally have a republic of citizens!
