Spanish newspaper: 'Albanian Files' turns into an indictment for Rama,

History sometimes takes unforeseen turns.

Edi Rama, the Albanian prime minister, wrote the foreword to a book thinking it would be a celebration of his government’s role in the country’s urban modernization. Instead, “The Albanian Files” has become one of the symbols of mass protests against the Albanian government, and perhaps even an incriminating piece of evidence.

Protesters, who displayed banners with the book's cover during the marches, have sent a copy to the Prosecutor's Office, claiming that it contains evidence of corruption in more than 500 urban development projects.

“A book cannot choose how it will be read after it is published,” says Anneke Abhelakh, the book’s curator and editor. “The content has not changed, but the historical moment in which it is interpreted has. The same material that was presented as evidence of the country’s transformation is now being presented in public debate as evidence of the lack of transparency and the way in which this transformation has been managed.”

The nearly 800 pages of "The Albanian Files" summarize, according to its editor, "20 years of architectural transformation in Albania, with the participation of more than 60 architects from around the world, through interviews, essays, photographs, maps and project memories."

“All these elements create a portrait of a period in which architecture became connected to Albania’s changing identity. It is said to be a book about architecture, but I think that, more than that, it is a book about the relationships through which architecture is produced,” she adds.

Informal dinners and phone calls

The book explains, for example, how American architect Sam Chermayeff worked on several projects in Albania after being engaged outside of regulated tenders or administrative procedures.

Everything, according to the description in the book, was arranged through informal dinners and phone calls with Edi Rama and other members of the government, who then allegedly facilitated access to public lands.

Furthermore, in “The Albanian Files” there are plans and explanatory documents of tourism projects envisaged in protected areas, drafted and dated before the Albanian Parliament approved the amendment to the Law on Protected Areas, which allowed construction in these ecosystems.

“Nuk ka asgjë në faqet e tij që t’i ngjajë një projekti për komunitetin. Ka vetëm rrokaqiej, hotele luksoze dhe komplekse private, shumë prej të cilave janë projektuar në toka publike ose në zona natyrore të mbrojtura.”

Protestat masive nisën si kundërshtim ndaj ndërtimit të një resorti luksoz në ishullin adriatik të Sazanit, ku është i përfshirë Jared Kushner, dhëndri i Donald Trumpit.

“Por kjo është vetëm pika që mbushi kupën”, shprehen anëtarët e DebatikCenter, “sepse zhgënjimi për mënyrën se si është menaxhuar planifikimi urbanistik dhe bumi turistik ka vite që ekziston. Në thelb, protesta drejtohet kundër një forme të caktuar të kapitalizmit grabitqar të nxitur nga shteti, zakonisht nën drejtimin e liderëve autoritarë që simpatizojnë të djathtën ekstreme. Trumpët e mishërojnë veçanërisht mirë këtë model, por nuk janë të vetmit”.

Të plaçkitet “Edeni i fundit i Evropës”

Pak kohë pas fillimit të protestave në Shqipëri, u bë publike një investigim gazetaresk i përgatitur nga Progressive International. “The Edi Rama Files” është rezultat i rrjedhjes së një sërë dokumentesh zyrtare, të cilat zbulojnë një rrjet të dyshuar trafiku droge dhe pastrimi parash rreth kryeministrit shqiptar.

Investigimi tregon se si Këshilli Kombëtar i Territorit (KKT), i drejtuar nga vetë Rama, dyshohet se ka dhënë në mënyrë sistematike leje ndërtimi në bregdetin Adriatik dhe në Tiranë për kompani të lidhura me pastrimin e parave.

Mes tyre veçohet një kompleks luksoz turistik në ligatinën e mbrojtur të Zvërnecit, i lidhur gjithashtu me Jared Kushnerin dhe i ndërtuar mbi toka të përfituara përmes titujve të falsifikuar të pronësisë që datojnë nga periudha osmane.

Mekanizmi i kësaj skeme mbështetet te figura ligjore e “investitorit strategjik”, e krijuar nga qeveria për të shpronësuar pronarët dhe për t’i mbrojtur ndërtuesit nga ndjekja penale. Hetimet e Prokurorisë së Posaçme kundër Korrupsionit (SPAK) — e cila tashmë ka urdhëruar 20 arrestime dhe ka ngrirë më shumë se 100 milionë euro në asete — i lidhin këto koncesione me bosë të trafikut të drogës dhe me zyrtarë politikë.

“Ky është një shtet i oligarkëve dhe krimit të organizuar kundër popullit të Shqipërisë”, shpjegon Fatos Lubonja, një nga intelektualët më kritikë ndaj qeverisë aktuale dhe ish-i burgosur politik gjatë diktaturës së Enver Hoxhës.

"Since Rama came to power, oligarchs and organized crime have gradually taken control of all institutions, while the opposition has become increasingly weakened. Skyscrapers and tourist resorts are taking up more and more space, and money laundering has become the only way to run the country, as Albania has failed to build a sustainable economy," Lubonja reflects.

It is not surprising, therefore, that urban issues are at the center of political conflict in the country:

"For me, architecture in Albania is the visual expression of the disasters brought about by globalization and neoliberalism as a homogenizing force. Through architecture, the power of organized crime is also expressed, which operates on an international scale without considering the damage caused to society and the cultural identity of a people," the dissident denounces.

Abhelakh admits that when she began working on this collection, she was “surprised by the overwhelming presence of architecture in the daily lives of so many people.”

She understood that this is not a topic just for experts, "but something that is part of the political debate and conversations about the future of the country."

“When we talk about architecture, we are really talking about identity, development, public space, heritage and democracy. The protests have made this even more visible. It is not just a debate about specific projects, but about the question of who shapes public space, who benefits from it and who is heard when a country imagines its future,” she concludes.
