Scandal at the protest/ 'Eagles' officer punches handcuffed citizen in the stomach

Several protesters blocked the Zogu i Zi traffic junction, one of Tirana's busiest thoroughfares, this morning. Due to the tensions and traffic created, the Police have escorted several people who had come out to protest since the early hours of the morning.
But, a 'kamikaze' operative of the "Eagle" forces has shown scandalous behavior as he punched one of the protesters who had been surrounded and handcuffed in the stomach. At a moment when the citizen did not pose any danger to anyone, he was attacked by the barbaric police.
The Director General of the State Police, Skender Hita, and the Police Supervision Agency must take urgent measures to immediately exclude from the ranks of the police barbaric officers who rape innocent citizens whose hands are tied.
Analyst Mentor Kikia asks in a reaction on social media why a police officer needed this punch in the stomach, towards a man who at that moment posed no danger?
He emphasizes that if there were a People's Advocate in Albania, he would have to lock the door of the State Police Directorate and not leave until this policeman handed over the vest he is wearing and the rubber baton hanging from his belt.

This video shows a neutralized protester, with his hands behind his back, I don't know if they are handcuffed or not, but neutralized by at least 3 police officers. While another police officer punches him in the stomach, without any reason, no resistance, no danger of leaving.
This man has violated public order. He has already been detained and legal proceedings will be pursued against him.
Why is this punch in the stomach from a police officer necessary for a man who at that moment poses no danger?
