The order of Mayor Erion Veliaj, revoking the powers he had delegated to Deputy Mayor Anuela Ristani on February 14, 2025, has now been published on the public notice boards placed outside the Tirana Municipality.

Due to lack of coordination with the mayor legitimized by the Constitutional Court, starting from Friday, August 28, Anuela Ristani is only deputy mayor in the Municipality of Tirana.

But since this Monday, the administration in the Municipality of Tirana seems perverted, as they cannot make any decisions that need to be signed by the mayor.

This right, as of this Monday, is only held by Erion Veliaj, who is legally the mayor of Tirana, but who exercises it remotely. The first to be penalized are the people who are treated with economic assistance, since for this decision the Municipal Council must be convened, which is convened by the mayor, and the execution of payments requires the signature of the mayor.

Meanwhile, taking measures for the start of the new school year and introducing the “after-school” project for the first time requires financial support, which comes into effect with the mayor’s signature. But without the mayor’s signature, even services provided by contracted companies, such as cleaning, require the mayor’s signature. And ironically, the municipality’s own employees cannot receive their salaries for the month of August that just ended.

Without taking into account the construction tax, which has a fixed deadline, or the fuel subsidy for transportation in the Tirana District, decision-making related to property administration, appointments or dismissals, are solely the competence of the mayor. And this is the biggest question mark of this movement at the end of August.

But to resolve this impasse, Mayor Erion Veliaj's lawyer was seen at the Tirana Municipality premises this Monday morning. He met with Deputy Mayor Anuela Ristani, now stripped of the mayor's powers, to learn what the most urgent decisions are.
